Jorge Moreno is the President and Owner of CivCon Services, Inc. which was established in 1999. Mr. Moreno brings 32 years of civil engineering experience in areas of design, construction engineering and program management. Mr. Moreno is a Licensed Professional Engineer in the State of Illinois and State of Indiana and has a Bachelor of Science Degree in Civil Engineering from Purdue University, West Lafayette, Indiana.
Mr. Moreno is serving his fourth three-year term on the Board of Directors with the Hispanic American Construction Industry Association (HACIA). He also serves HACIA as Chair of the Professional Services and P&D Committee. He also served as the HACIA Treasurer from 2008 to 2010. In 2012, Mr. Moreno and CivCon were recipients of the HACIA ‘Member of the Year’ and ‘Mentor/Protégé of the Year’ awards. Mr. Moreno was also awarded the Society of Hispanic Professional Engineering (SHPE) Chicago Presidents Lifetime Engineering Award. Mr. Moreno serves on the Board with the Illinois Road & Transportation Builders Association (IRTBA) P&D Division, Landmarks Illinois and the National Organization of Minority Engineers (NOME).
In addition to his involvement with professional associations, Mr. Moreno is actively involved in the community through various committees and sponsorships. Currently he serves on the Events Committee for SOS Children’s Villages Illinois, a non- profit organization that provides a viable alternative to traditional foster care by providing a stable home in a supportive, community environment designed to help children in need grow into caring, productive, self-reliant adults. He has been recognized by SOS from 2010 through 2015 for his outstanding generosity and dedication to the organization.
Mr. Moreno is also involved with A Safe Haven, a non-profit organization that helps people aspire, transform, and sustain their lives from homelessness to self-sufficiency with pride and purpose, by sponsoring various events that help advocate and combat homelessness.
Mr. Moreno has also supports the US DOT’s Entrepreneurial Training Women and Girls Internship Program in the Great Lakes Region, operated by the Illinois Hispanic Chamber of Commerce, which places qualified female college students in transportation related internships. The program is a part of a broader effort led by the White House to ensure that federal programs and policies take into account the distinct needs and concerns of women and girls, and increase the participation of women in the transportation industry. Mr. Moreno has mentored an interns from this program to learn more about the transportation field and civil engineering.
Since 1999, Mr. Moreno has developed CivCon Services, Inc. into a well-established Minority- Owned (MBE) and Disadvantaged-Owned Business Enterprise (DBE) on City of Chicago and State of Illinois Projects. As Owner, Mr. Moreno has managed to function as a Project Manager on Program Management Teams for key landside and airside projects on the Midway Airport Terminal Development Program from 2000 to 2002 and the O’Hare Modernization Program (OMP) from 2004 to 2008. In 2007, Mr. Moreno was awarded the OMP Leadership Award for his accomplishments in delivering a key runway project within budget and ahead of schedule. Consequently, Mr. Moreno has managed to achieve his company’s reputation by assembling a team of professionals who bring a depth of resources and experience to the needs and project goals of their clients.
Mr. Moreno has formed CivCon Service, Inc. into six service divisions – Program Management, Construction Management, Construction Engineering, Planning, Design and Environmental Consulting services. CivCon is staffed to provide clients with innovative and cost effective solutions on public and private transportation and institutional projects including aviation, highway, rail, tollway, roads and streets, Infrastructure and institutional work.
CivCon’s major contributions include their current participation as a Joint Venture Partner of the Program Management Team on the O’Hare Modernization Program and as a key SubConsultant providing Program Management Support on the Illinois High Speed Rail Program, Chicago Region Environmental and Transportation Efficiency (CREATE Program) Residential Sound Insulation Program (RSIP) and Illinois Tollway Move Illinois Program
